October 17, 2023 Minutes of the Meeting of the Charlotte Soil & Water Conservation District Board of Supervisors Minutes All of the supervisors were present as follows, Mike Elfenbein, David Schutz, Lisa Baird and Patrick Maley. A quorum was established, and the meeting was called to order at 3:00 p.m. by Mr. Mike Elfenbein, chairman of the District. 1. Call to order 2. Welcome and Introductions 3. Minutes of previous meeting – Lisa Baird 4. Treasurer’s Report • NACD – board decided to NOT join NACD (National Association of Conservation Districts) • Motion was made to make Patrick Maley in charge of Business Resolutions with David Schutz added as an additional account user. Surandi Hill and William Sutherland is to be removed from the bank account. Motion was made by Mike Elfenbein, seconded by Lisa Baird and unanimously approved. 5. Old Business • Review updated Mission & Vision – No progress was report • Priority Items, review progress- No progress was reported 6. New Business • AFCD Annual Meeting report – Patrick Maley and Lisa Baird reported on the AFCD annual meeting. At the annual meeting, the AFCD voted to have regional AFCD meeting/fundraiser in Suwannee County. Presentations included the new website service provided for free (for 1 year) by AFCD, a motivational speaker discussed motivating volunteers and sponsors. • New email setup for everyone – no feedback needed 7. Partners & Staff Reports • Activities of Natural Resources Conservation Service – none • Activities of Southwest Florida Water Management District – none • Activities of Department of Agriculture and Consumer Services – none • Activities of Institute of Food and Agriculture Sciences – none • Activities of the South Florida Water Management District – none • Activities of Charlotte County Water Quality Management Program – none 8. Supervisor’s Reports • Mike reported on his project progress. They have projects going on or starting at 4 FL lakes and are working on getting additional funding from the NRCS • David reported on the progress of his lab for Heal Our Harbor. Progress has been halted due to hold-ups on using county property. He is also focusing on a higher-priority project. 9. Public Comments & Suggestions – none 10.
